Haji Khalil-ur-Rahman Haqqani was a senior member of the Haqqani Network and served as the Taliban's Minister of Refugees and Repatriation Affairs from November 2021 until his death in December 2024. He was the brother of Mawlawi Jalaluddin Haqqani, the founder of the Haqqani Network, and the paternal uncle of Khalifa Sirajuddin Haqqani, the current Taliban interior minister and leader of the Haqqani Network.
Operating mainly from Pakistan's North Waziristan and Peshawar, Khalil Haqqani played a key role in fundraising and managing the financial aspects of the Haqqani Network, including dealings with various militant and terrorist groups, such as al-Qaeda. Designated as a terrorist by the U.S. Treasury Department in 2011, he was reported to have "acted on behalf of al-Qaeda" in Afghanistan and Pakistan. He frequently traveled to Gulf countries for fundraising activities and also served as the main interlocutor with Afghan refugees based in Pakistan. His role as Minister of Refugees was particularly significant, as it involved managing relations with al-Qaeda and other foreign fighters, who are considered "refugees" by senior Taliban leaders in Afghanistan. In 2011, the U.S. government designated Khalil Haqqani as a Specially Designated Global Terrorist (SDGT) and offered a reward of up to $5 million for information leading to his arrest. He was also sanctioned by the United Nations under the designation TAi.150.
On December 11, 2024, Khalil Haqqani was killed in a suicide attack within his ministry's compound in Kabul, an attack claimed by the ISIS-Khorasan group.
