Mullah Tajmir Jawad is a senior commander associated with the Haqqani Network and has been serving as First Deputy Director General of Intelligence since the fall of 2021. He stands out as one of the most important Taliban leaders with longstanding ties with al-Qaeda. In his current capacity, Tajmir Jawad oversees the day-to-day operations within the Taliban’s intelligence directorate. He also oversees the Taliban's Fateh Force, an elite battalion of special forces, and holds oversight of the Martyrdom Brigade, a notorious suicide unit. From 1996 to 2001, he served as the provincial director of intelligence in Nangarhar province, with reports implicating him in the coordination of the kidnapping of a French journalist in 2001. Tajmir Jawad was in-charge of providing equipment and resources to the Taliban's Al-Hamza Martyrdom Brigade, a group synonymous with suicide bombings. Between 2015 and 2020, he led the Taliban Kabul Attack Network, which directed the Taliban's suicide operations that reportedly received operational support from al-Qaeda, Lashkar-e-Taiba, the Islamic Movement of Uzbekistan, and the Hezb-e-Islami-Hekmatyar. Additionally, he reportedly operated a suicide bombers’ training camp out of Peshawar, Pakistan. He survived an incident that cost him his fingers and injured his eyes after a bomb exploded prematurely. He maintains close ties with the Interior Minister, Khalifa Sirajuddin Haqqani, and Kandahar governor, Mullah Mohammad Shirin Akhund. Despite his significant portfolio, Tajmir Jawad is currently not listed on the UN or other sanctions list.
