Abdul Latif Nazari, a non-Taliban appointee in the Taliban's government, presently serves as the Deputy Minister for Technical Affairs at the Ministry of Industry and Commerce, a role he assumed in December 2021. A member of the Hazara community, an ethnic minority that has historically faced persecution from the Taliban and other extremist groups, Nazari holds a doctorate in political science from the University of Tehran in Iran. He previously taught at a university in Kabul and is the founder of Gharjestan University in Kabul. He also operated a newspaper called Islahat and served as the director of a local television station, Rah-e-Farda. He has also served as the Director of a local television station, Rah-e-Farda. He has authored books and published commentaries on topics such as governance, security, democracy, and political Islam in Afghanistan. Notably, during the 2019 presidential election, he was the running mate of Ahmad Wali Massoud, the brother of the late mujahideen commander, Ahmad Shah Massoud.
