Engineer Nazar Mohammad Mutmaeen previously held the position of Director General at the Afghanistan National Olympic Committee until his replacement in April 2023. He is reported to have studied civil engineering at Nangarhar University in the mid-1990s. During the first Taliban regime in the 1990s, Mutmaeen served as the provincial head of Radio Television Afghanistan (RTA) in Nangarhar. Notably, he is reported to be the nephew of Amir Khan Muttaqi, the current foreign minister in the Taliban government.
