Mawlawi Najibullah Haqqani was appointed Minister of Urban Development and Housing in late June 2025. Before this, he served as Minister of Communications and Information Technology from September 2021.
During the Taliban regime in the 1990s, he held positions as Deputy Minister of Finance and reportedly Deputy Minister for Interior Affairs. After 2001, he reportedly managed the Taliban’s military activities in eastern Kunar province (as of 2008) and later served as shadow governor in Laghman province (as of 2010). According to public reporting, he also briefly led the Taliban’s commission for mining. Najibullah Haqqani is the cousin of Noor Jalal Jalali, the Taliban's current Minister of Public Health.
He reportedly holds an Afghanistan diplomatic passport D0009871 (issued February 6, 2022, in Kabul; expires February 6, 2027), listing a birth date of October 24, 1972. He is sanctioned under the United Nations Security Council sanctions regime under designation TAi.071.
