Mullah Abdul Latif Mansoor assumed the role of Minister of Energy and Water in September 2021. Born in 1968, he received his early education from his late father, Haji Yar Mohammad. In 1979, following the Soviet invasion, his family became refugees in Pakistan, where he continued his religious studies at various institutions, including Darul-ul-Uloom Haqqania, Najmul Madaris, and Noorul Madaris, under the guidance of Mawlana Abdul Haq Dir Baba, Qazi Abdul Karim Kalachawi, and Malawi Saleh Mohammad. Before joining the Taliban in 1994, he served as the Governor of Paktia province during the Mujahideen government in the early 1990s. Upon joining the Taliban, Mansoor held various key positions in the 1990s, including the deputy governor of Helmand province, mayor of Kandahar, and Minister of Agriculture, where he played a crucial role in the collection of Islamic taxes, involving ushr and zakat. After the fall of the Taliban's regime in 2001, he remained active in the Taliban’s insurgency and led military affairs in Shahi Kot, Paktia province. Later, as a member of the Taliban’s leadership council, he held the position of shadow governor in Paktia, Logar, and Nangarhar provinces. Additionally, he served as the head of the Taliban’s political and agriculture commissions and later the chief of staff to the Taliban's emir. Abdul Latif Mansoor is listed on the UN's sanctions list under the designation TAi.007.
