Mullah Abdul Latif Mansoor was appointed Minister of Rural Rehabilitation and Development in early January 2026. He previously served as Minister of Energy and Water from September 2021 to January 2026.

Following the Soviet invasion in 1979, his family fled to Pakistan, where he pursued religious studies at several institutions, including Darul-ul-Uloom Haqqania, Najmul Madaris, and Noorul Madaris, under the guidance of Mawlana Abdul Haq Dir Baba, Qazi Abdul Karim Kalachawi, and Malawi Saleh Mohammad. Before joining the Taliban in 1994, he served as Governor of Paktia province during the Mujahideen government in the early 1990s.

After joining the Taliban, he held several senior positions throughout the 1990s, including Deputy Governor of Helmand province, Mayor of Kandahar, and Minister of Agriculture, where he oversaw the collection of Islamic taxes such as ushr and zakat.

After the fall of the Taliban's regime in 2001, he remained active in Taliban insurgency and led military activities in Shahi Kot, Paktia province. Later, as a member of the Taliban leadership council, he served as shadow governor in Paktia, Logar, and Nangarhar provinces. He also headed the group's political and agriculture commissions and served as chief of staff to the Taliban’s emir.

Born reportedly between November 1967 and 1968, Abdul Latif Mansoor received his early education from his late father, Haji Yar Mohammad. He reportedly holds an Afghanistan diplomatic passport D0009720 (issued October 12, 2021, in Kabul), listing a date of birth of November 12, 1967. He reportedly resides in the Darul Aman neighborhood of Kabul. He is listed under the United Nations sanctions regime under designation TAi.007.
