State Ministry for National Disaster Management
Mullah Nooruddin Turabi, one of the senior and eldest leaders of the Taliban, currently heads the State Ministry for National Disaster Management since early July 2024. Before assuming this position, he served as the Deputy Chairman of the Afghanistan Red Crescent Society (ARCS). During the 1990s, Turabi held the position of the last Minister of Justice under the Taliban's regime before surrendering to the United States following the regime's overthrow in 2001. At the time, he gained notoriety for reportedly dismissing educated bureaucrats from the Taliban administration. Later, after 2001, he reportedly led the Taliban’s Commission for Prisoner Affairs.
Turabi fought alongside Afghan jihadi leader Abdul Rab Rasool Sayyaf against the Soviets during the 1980s, reportedly losing an eye and a leg. An ideological figure, Turabi maintained close ties with the Taliban's founder, Mullah Mohammad Omar, and Mullah Mohammad Hassan Akhund, the current head of the Taliban's Council of Ministers. With his roots in Kandahar, some reports suggest he was born in 1963 in Chora District, Uruzgan province. He is listed on the United Nations sanctions list under the designation TAi.058.
