Qari Saeed Khosty, a member of the Haqqani Network and a political commentator, currently serves as a senior official at the Directorate for the Registration of Jihadi Literature and Documents within the Ministry of Information and Culture.
He previously served as a spokesperson and head of public relations at the Ministry of Interior until his replacement in March 2022. He has been reported to operate an orphanage center in Khost province with support from Khalifa Sirajuddin Haqqani, the current minister of interior.
In late August 2022, Qari Khosty faced accusations from a young Afghan woman, Elaha Dilawarzai, who alleged in a recorded video that Qari Khosty had forced her into marriage and held her captive following the Taliban's takeover. Qari Khosty publicly confirmed the marriage but later stated that he had divorced Dilawarzai after she disparaged the Quran. Dilawarzai has since left the country.
