Sheikh Mawlawi Mohammad Qasim Rasikh, a senior cleric and member of the ethnic Turkmen community within the Taliban regime, presently holds the position of First Deputy Chief Justice in the Taliban's Supreme Court. During the Taliban's insurgency, he played pivotal roles as a judge, a member of the Taliban's Guidance and Invitation Commission, and a key figure in the group's leadership council. Before the Taliban's takeover in August 2021, he served as a member of the Taliban's negotiating team based in Doha, Qatar. His educational background includes studies in Islamic fiqh (jurisprudence) in Swabi, Pakistan, among other locations.
