Dr. Bashir, also identified as Mawlawi Bashir, is currently in charge of Directorate 376 at the General Directorate of Intelligence (GDI), the Taliban's primary intelligence agency. Prior to assuming this position, he served as the provincial chief of intelligence in Nangarhar province from November 2021 to August 2022. In his current capacity, Dr. Bashir reportedly oversees a specialized unit responsible for managing the GDI's interactions with foreign non-governmental organizations (NGOs) and security companies operating in Afghanistan, focusing on counterintelligence and insider threat operations. Following the Taliban's takeover, all licenses and permits previously issued to foreign NGOs and companies under the former Afghan government were revoked, necessitating all NGOs and private sector companies to acquire new licenses/permits from the Taliban government in order to operate in Afghanistan.
