Ghulam Jailani Wafa, a non-Taliban appointee, is a senior advisor to the Minister of Transport and Civil Aviation in the Taliban government. He previously served as Deputy Minister of Operations at the same ministry from the fall of 2021 to January 2024.
Before the Taliban's takeover in 2021, he was the Deputy Minister within the same ministry under the previous Afghan government. Notably, Ghulam Jailani Wafa has a background in aviation, having attended flight school and achieved the rank of captain.
