Mawlawi Abdul Qadeer Basir, born in 1964, has held the position of Deputy Minister for Financial Affairs at the Ministry of Finance since May 2023. Prior to this appointment, he served as the Second Deputy Governor of Afghanistan Central Bank.
During the 1990s, he reportedly served as a General Consul and before that as a Military Attaché at the Taliban Embassy in Islamabad, Pakistan. After 2001, he served as a treasurer to the Taliban Peshawar Shura Council during the group's insurgency. Later, from 2015 onward, he led the Financial Commission of the Peshawar Shura and was a close associate of the Taliban's then-Supreme Leader, Mullah Akhtar Mohammad Mansoor (deceased). In 2017, he funded the Taliban commanders "with tens of thousands of dollars for previous attacks conducted in Kunar province," as per the U.S. Treasury Department.
In January 2018, the U.S. government labeled Abdul Qadeer Basir as a Specially Designated Global Terrorist (SDGT), reportedly for gathering funds from "narcotics trafficking, precious stone sales, tithing, and almsgiving" in support of the Taliban activities. He is also identified on the United Nations sanctions list under the designation TAi.128.
