Mawlawi Ahmad Jan Bilal Akhundzada is a senior Taliban leader currently serving as the Special Representative of the Taliban's emir Mullah Haibatullah Akhundzada and as Head of the General Directorate of Emirati Companies. In this capacity, he serves as a liaison between the emir and Taliban's cabinet officials in Kabul.

Before his current role, he briefly served as Director General of the Office of Monitoring and Supervision of Leadership Orders at the Council of Ministers in Kabul, overseeing the compilation, documentation, and implementation of the emir's decrees and directives. Prior to that, he was Director General of the Office of Administrative Affairs within the Council of Ministers until July 2022.

During the 1990s, he reportedly served as Governor of Zabul and Uruzgan provinces under the first Taliban regime. After 2001, he remained active in Uzuzgan (as of 2007). He is believed to be the brother-in-law of the Taliban's founding leader, Mullah Mohammad Omar, and was reportedly born in Qara Bagh District of Ghazni province in the late 1960s.
