Mullah Abdul Jabbar Omari, also known as Mawin Jabbar, is a veteran Taliban leader who currently holds the position of Director General of Procurement at the Ministry of National Defense. He was a trusted confidante of the Taliban's founding leader, Mullah Mohammad Omar. In an April 2022 public gathering, he disclosed that after the 2001 U.S. military campaign in Afghanistan, Mullah Omar sought Mullah Jabbar's assistance in safeguarding him. Mullah Jabbar reportedly moved Mullah Omar from Kandahar to Shinkay district in Zabul province, keeping him hidden in different houses for over eight years. Jabbar was later captured by U.S. forces. During the first Taliban regime, Mawin Jabbar served as the provincial Governor of Samangan and Baghlan provinces. He has also been the head of the Taliban's border control commission. In 2008, he held the position of the Taliban's shadow governor for Zabul province. He is reportedly a close associate of Mullah Mohammad Shirin Akhund, the current governor of Kandahar province, and Gul Agha Ishaqzai, the current head of the Taliban's Central Bank. Born in 1958, he is listed on the UN's sanctions list under the designation TAi.088.
