Mawlawi Rahmatullah Najeeb is a senior figure within the Taliban’s military and intelligence commissions and currently serves as the Deputy Minister for Administrative Affairs at the Ministry of Interior, a position he assumed in late May 2024. In this role, he oversees a wide-ranging administrative portfolio, including the management of the national police force and specialized police units.
Prior to this appointment, Haji Najeeb served as the Second Deputy Director-General of Intelligence at the General Directorate of Intelligence (GDI)—the Taliban’s main intelligence agency—beginning in September 2021. In that capacity, he was responsible for overseeing the directorate’s administrative operations.
During the 1990s, Najeeb held a senior position in northern Balkh province under the first Taliban regime. After the fall of the regime in 2001, he reportedly served as a shadow governor for Logar and Ghazni provinces during the Taliban insurgency.
Rahmatullah Najeeb is reported to maintain close ties with Pakistan and is listed on the United Nations sanctions list under the designation TAi.132.
